It's an e-ring, it goes into the groove in the rod after you've installed it, prevents the rod from sliding off by itself.

One e-ring is fixed, and the other you install on the other end of the rod once you get everything together.

My G&P Marine dust cover doesn't have a magnet either. It's for the best anyways. You really don't want that open when you're playing anyways to keep unwanted substances out. As for that thin circle thingy...???
Can you slide your dust cover side-to-side? It maybe a spacer to prevent that. Only thing I can think of what it is.

The spring holds it closed. Your kit should have came with a small spring that is installed on that rod.

This maybe a stupid question, but did you install the spring properly? You have to wind the spring abit.

G&P metal bodies usually come with a small instruction sheet with pictures of how to disassemble your old receiver and re-assemble the new one. None of this should be a mystery.
You installed the spring for the dust cover "wrong", i.e., you didn't wind the spring to put tension on it, so it's just sitting there. Personally, I hate seeing ARs being used with the dust cover closed, so I swap mine out for the "always open" realistic-looking ones. The small magnet-looking disc is a cover for the fake fire selector (on the right side of the receiver): see picture #45 in your instruction sheet. (you have to glue it on, btw)
