through my expert youtube decoding powers (a wild guess) it would appear the plot of this game will revolve around a post apocolyptic enviroment in which the worlds water supply is limited and mankind is fighting each other for every drop the water in this case will act almost like flags would in capture the flag?

In the spirit of this game, giving water to bums increases your Karma.

You get a wackload of karma if you give the bums water. That's pretty much all they're good for.

Also yeah that story does sound like fallout. When will the US be annexing Canada? and when those Chinese gonna invade Alaska?
