Eagle Industries and other similar RAVs sizing are dependent on the dimensions of the armored plate. Though a small sized CIRAS will have a PAL spacing allowing only three M4/M16 pouches, 6 PALS across oppose to 8 with the larger sizes.

Regardless of size, a proper replica of the CIRAS should be fully adjustable. There is an outer and inner cummerbund that has multiple grommets which you feed the dacron loop through. If you plan on using the quick release, mark the grommets with a sharpie so you can easily remember where to pull the dacron loop through when reassembling it.

Oh and one more item, its also a good idea to replace the "dacron loop" with something more robust. Some of these replica CIRAS have one made out of similar threading as say shoe laces, so replace with paracord.
