I think he was more referring to someone having a gun in their posession..
As I dont think(or at least hope) any cop is stupid enough to shoot someone who doesnt have a weapon drawn.
Then again, around here (Burnaby/Vancouver) with the amount of gang shootings lately, who knows, they might not want to take any chances at all.
