That rail may not be the best way to go about that achieving that.
If barrel wobble is your main concern, start with a one piece outer barrel. If you take it one step further and get a metal receiver, the whole thing will be rock solid.
Don't know what kind of "sniper rifle" you're trying to make, but you might find something like a Free Floating RAS handguard set that comes with a barrel and everything. I used one for a long time in conjunction with a plastic receiver (a long ongoing project).
