Are they old or new? If they're new, STAR mags sometimes need some lubing and working in before they work well. Mine (AK mags) fed terribly the first time I used them then the second time with a bit of lube, they fed much much better. Haven't tried the third time yet, but it's worth a try if they're new. Load and unload them a half a dozen times or more at least and see if there's any improvement.
If they're old, the spring is definitely a suspect. There's a guide somewhere on how to add weight to them which talks about how to take them apart and put them back together. Do some searching...
