Jute/burlap will cost you less than $10 at Home depot/Canadian Tire/Rona for a 1 or 2 yard piece about 20 yards long. It's in the gardening section, is used to wrap trees for the winter. Dye is cheap, $3 per box, Shoo-Goo is about $7, netting....... if you go the route Fox outlined, salt water fishing net, would cost about $14 for a 5'x7' piece.
