That's true, but it should be able to charge it at least 50%. His symptoms state it is barely being charged 5%.

But that is true if its output maxes out at 10.8V, then that will be a problem for a 10.8V battery as it will never become truly fully charged.

Edit: A thought. Maybe they say output V of 10.8V. But it might be just rounded up for funsies, and its real output voltage is more like 10.4V or less. This would definitely cause this problem.
