Suppressors are a hit-or-miss thing with CBSA. I had an M4 front end with supressor that went through customs, was opened and inspected, and forwarded on to me. Lots of people successfully import supressors, because it's quite obvious that these lightweight, foam-filled fakes are only that - fakes.
Likewise, many get seized. And if it's a shell of a real supressor that has the possibility of being refitted to work as a supressor, I'm sure it would get seized in a heartbeat.
